Newsletter January 2024 - Urban Simplex

The Urban Simplex approved by Decree-Law no. 10/2024, of 8 January, includes a set of measures to simplify administrative procedures for the formation of urban plans and prior control of urban operations, guided by the objectives of eliminating administrative barriers considered unnecessary, creating a favourable environment for the country's competitiveness and implementing the Recovery and Resilience Plan (PRR) in terms of reducing administrative burdens on economic activity.

The aim is also to continue the Environmental Simplex approved by Decree-Law no. 11/2023 of 10 February, and above all to create conditions for the implementation of "Mais Habitação" (More Housing) by simplifying the reclassification of rustic land into urban land, as well as by making it compulsory for allotment projects to include areas for public housing, controlled costs or affordable rent, in addition to the usual areas for green spaces and collective use, road infrastructures and equipment, whether these are of a private nature or as a transfer area.
